Where the rules focus on the defender to roll away from the ball and the ball carrier to post the ball immediately in order to allow play to progress, coaches are looking for ways to slow the ball down.
Most penalties from last RWC came from tackle situations. It is a mess.

League fans will point out they cleared this up with the tackle ball.

If you want to disrup the delivery of the ball you have to think about the rules and what a referee will allow.

Choices you have as a coach: do I prefer to have my players to tackle low and prioritise bringing the tackler down OR do you focus on smothering the ball in the tackle with the riscs of being driving back. How many defenders can you bring quickly to the tackle area? Quicker than attackers? This is something else you can focus on.
