The prioiity is:

1. The Program (what does the club, union, ..., wants to achieve and how)
2. The Team (that executes the plan, team being players, management)
3. The Individual (player AND coaches alike)


If the Program is all clear - the rest can follow. How many times do we see a coach with good ideas fail because the program is based on him?

I am not sure I agree, isn't the coach the one who organises such a program and safeguards its execution?

Yes of course he is but i think the point that is being made is that he is not important factor his job is to ensure that the important things are in place.
